Dr. Totis Kotsonis (Pinsent Masons)

Dr Totis Kotsonis is a partner at the London office of international law firm Pinsent Masons where he heads the UK Subsidies, Procurement, Trade Agreements and Trade Remedies team. He advises on both compliance and contentious matters, including in relation to court proceedings and regulatory investigations in the UK and the EU. With more than 20 years of experience, Totis has been advising clients regularly on strategically important instructions. Totis has also advised on some of the largest energy, infrastructure and transport projects across Europe, including the largest wind energy project in the UK, the privatisation of regional Greek airports and the largest infrastructure project ever to have been undertaken in Ireland. More recently, Totis has been involved in providing advice on one of the first European Commission investigations under the Foreign Subsidies Regulation as well as in the context of a contentious matter that brought into play the application of EU State aid rules under the Northern Ireland Protocol (Windsor Framework). Totis writes and speaks regularly on procurement, subsidy control/State aid and trade law matters. His articles have been referred to by courts and tribunals and referenced in House of Commons and House of Lords briefings. In 2015 and then again, in 2018, he was appointed to the European Commission expert group on public procurement. In 2022, Totis was also selected by the European Commission as an arbitrator and trade and sustainable development expert that may act in the context of EU bilateral trade disputes, including between the EU and the UK. He is also a member of the Competition Appeal Tribunal (CAT) User Group. The group advises the CAT on issues that pertain to the carrying out of litigation proceedings at the tribunal, including subsidy control challenges.
